Under 24 CFR Part 58, every U.S. Department of Housing and Urban Development (HUD) assisted project must complete an Environmental Review (ER). The purpose of the ER is to assess the impacts of the project on the environment and the impacts of the environment on the project, involve the public in the decision-making process, and make better-informed decisions. The ER indicates compliance with the National Environmental Policy Act (NEPA), and all other local, state, and federal associated laws and authorities triggered by the HUD Part 58 ER. The ER does not need to be completed before an application is submitted, but applicants are highly encouraged to start the ER early in the application process. The ER must be completed before any choice-limiting activities occur

This page has all the resources and guidance needed to conduct a HUD Part 58 environmental review to the City and HUD's submission standards. This page is useful to environmental consultants and individuals alike, and it is highly suggested that everyone review this page in its entirety before starting your environmental review. 

All Environmental Review applications must be submitted through Monday.com through the Environmental Review Application Submission Form (no password or account required).

Completed Environmental Assessments and Non-Tier 2 CEST Reviews must be submitted through HEROS. Completed Tier 2 CEST Review documents must be submitted through Monday.com through the Completed ER Submission Form (link forthcoming). 
 

Conducting an Environmental Review

General Information

Documentation of the environmental review should be maintained in the environmental review record. This record contains the description of all activities that are part of the project and an evaluation of the effects of the project on the human environment and vice versa. This record should be made available for public review.
