Daisy W. Madison was appointed to the General Pension Board in October of 2003. She is a Certified Public Accountant with over thirty years experience in managing the fiscal affairs of local government. She received a Bachelor of Science degree from Alabama State University, Montgomery, Alabama and did Graduate work at the University of Cincinnati. Her work experience included nine years as a staff auditor for the U.S. General Accounting Office, Arthur Anderson & Company, and Internal Audit Manager for Hamilton County Government. She also served as Director of Financial Management for Hamilton County Government for over ten years.
Mrs. Madison was hired as Deputy Finance Officer for the City of Chattanooga in June 1992. She later assumed the responsibilities as City Treasurer in January 2002. The Mayor appointed Mrs. Madison as Administrator of the Department of Finance & Administration and the City Finance Officer on May 25, 2005. She has been instrumental in the implementation of many changes in the operations of the City such as Internet payment capabilities, lock-box for payment of property taxes, and innovative financing tools fr major capital improvements ranging from traditional bond sales to Swaptions.
Mrs. Madison initiated the City's first successful attempt to obtain the Government Finance Officers Association certificate of achievement for excellence in financial reporting and the GFOA award for distinguished budget presentation. These achievements coupled her role in handling the financial affairs of City government and were very instrumental in the upgrade of the City's bond rating from "A" to "AA" by Standard & Poor's and Fitch Investor's Service.
Mrs. Madison and her husband, Sam, have been married for thirty years and are the proud parents of four children.
