Committees

The Chattanooga City Council works through a committee structure. Committee assignments are made by the Council Chair. In order for an item to appear on the Council Agenda, it is generally presented in a committee meeting first; exceptions may be made with approval of either the Council Chair or Vice-Chair, or any two Council members.

Affordable Housing Committee

Committee Chair: Vice Chair Hill

This committee facilitates development of a shared, data-driven understanding of affordable housing issues in Chattanooga and will create a proactive affordable housing agenda aligning legislative initiatives to encourage and leverage investment in preservation and creation of affordable housing.

Budget and Finance Committee

Committee Chair: Councilwoman Berz

The Budget and Finance Committee is involved with all matters relating to taxes, revenues, and expenditures pursuant to action of the Mayor and City Council.

Economic Development Committee

Committee Chair: Councilwoman Coonrod

This committee focuses on legislation and educational opportunities in relation to economic development, real property, brownfields, and workforce development.

Education and Innovation Committee

Committee Chair: Councilwoman Noel

This committee focuses on legislation and educational opportunities relative to performance management, open data, performance improvement special projects, 311 call center, and the city's boards and commissions.

Equity and Community Development Committee

Committee Chair: Councilwoman Coonrod

This committee focuses on legislation and educational opportunities relative to the city's community centers, early learning centers, community development and outreach, neighborhood programs, and services, as well as equity, diversity, inclusion in government services, multicultural affairs, and supplier diversity.

Legislative Committee

Committee Chair: Councilman Smith

The Legislative Committee of the Chattanooga City Council is dedicated to ensuring thorough and transparent review of all proposed legislation before it is presented for a full Council vote. The Committee's primary purpose is to receive, analyze, and hold hearings on proposed legislation, providing a platform for detailed examination, public input, and stakeholder engagement. By facilitating informed discussions and deliberations, the Committee aims to enhance the legislative process, uphold democratic principles, and contribute to the effective governance of Chattanooga.

Parks and Public Works Committee

Committee Chair: Councilman Hester

This committee focuses on legislation and educational opportunities relative to parks planning, management and programming, greenways and neighborhoods connectivity, outdoor recreation, golf courses, as well as Public Works administration, engineering, city-wide services, transportation, land development, and fleet management.

Planning & Zoning Committee

Committee Chair: Councilman Ledford

The Planning and Zoning Committee is involved with all matters relating to city planning and zoning pursuant to action of the Mayor and Council. Regular meetings of the Planning and Zoning Committee take place every first Tuesday of the month after the 3:30 p.m. Agenda Session.

Public Safety

Committee Chair: Raquetta Dotley

This committee is responsible for matters dealing with the City Code and Charter, Rules of Order for the City Council, State Legislative actions, drafting of Resolutions and Ordinances, Codes of Ethics, etc. They are also responsible for matters relating to the City Attorney’s office, matters relating to Fire and Police, 911, all other actions involving the Fire and Police Departments, and new responsibilities dealing with homeland security.

Strategic Planning

The Council's Strategic Planning meetings are held every first and third Thursday of the month as needed. They are led by the Council Chair. During these meetings, the Council will map out their short- and long-term goals, develop strategies for achieving goals, discuss proposed and current legislation, and hear presentations from departments. This meeting is open and accessible.
