Our Mission

The City of Chattanooga's Housing and Community Investment (HCI) division is dedicated to providing affordable housing and community development opportunities to low- and moderate-income individuals and families. HCI works with partners across the City to implement affordable housing programs and build the affordable housing ecosystem in Chattanooga.

About Us

The Housing and Community Investment division manages the City of Chattanooga’s federal entitlement grants as well as other affordable housing programs and initiatives, including the Community Development Block Grant, the HOME Investment Partnership Act (HOME), Emergency Solutions Grant, the Landlord Renovation Rapid Rental Repair Programs, and and the Payment in Lieu of Taxes (PILOT) Program. 

Housing and Community Investment (HCI) division work is guided by a number of plans, including the Housing Action Plan and a Consolidated Plan that is updated every five years.
