Stormwater Control Measures

What are Stormwater Control Measures?

They refer to what is defined by EPA as "a technique, measure, or structural control that is used for a given set of conditions to manage the quantity and improve the quality of stormwater runoff in the most cost-effective manner."

What are the requirements for Stormwater Control Measures?

1. An Inspection & Maintenance Agreement (IMA)

  • This document must be signed, notarized, and recorded
  • It must include the following ancillary documents: 
    • Exhibit A: Legal Description of Property
    • Exhibit B: Long Term Maintenance Plan (LTMP)
    • Exhibit C: Map of the site with SCMs labeled
    • Proof (copy) of 2 year maintenance contract

2. Quarterly Inspection Reports

  • The inspection reports are to be submitted annually to the City Stormwater Resources Program. Submission of at least 4 quarterly reports makes an "Annual Report"

3. Certification for Completing Inspection & Maintenance Forms

  • The UT SCM Inspection & Maintenance Course, a paid 2-day technical workshop under the State Course, requires individuals to successfully pass a certification test 
  • Typically, two to three classes per year are offered in different cities throughout the state. Visit their website at www.tnstormwatertraining.org to access class schedules

How do I submit the annual report?

Submit the annual report stormwater@chattanooga.gov. Please copy the property owner in the email if submitting on their behalf. The report package shall include:

Download Inspection & Maintenance Form and follow the guidance

Cover Sheet – include your contact information and the total number of systems on-site

Inspection Forms – a separate inspection form for each SCM on site

Color Photographs – label photographs to match the SCM name on the inspection form

5

A copy of the long-term maintenance plan used to guide your inspection and maintenance

Copies of any invoices incurred from maintenance (if applicable)
 

Frequency & Deadline

  • Stormwater Control Measure (SCM) inspections occur quarterly, at a minimum, or more frequently as outlined in the long-term maintenance plan 
  • The annual report, due by June 30th each year, must encompass inspection forms from every inspection conducted within that year 
  • Submitting forms after this deadline will lead to the suspension or forfeiture of any Stormwater Fee discounts, as per City Code Section 356.1.4

Who is certified to sign these inspection reports?

The link below is a list of companies & individuals who have completed training and are certified by the City to perform SCM inspection and/or maintenance. This list contains companies with varying abilities and degrees of expertise. It is recommended that a property owner obtain at least three bids prior to contracting with a company. The City does not recommend or endorse one company over another. If the company you're currently using or desire to use is not on the list, you should direct that person/s to the State's SCM I&M course website to find the next available training date.
