Low-Income Home Energy Assistance Program

Residents of Chattanooga who meet income requirements are eligible to apply for the Low-Income Home Energy Assistance Program (LIHEAP) through the Hamilton County Office of Family Empowerment. This program aids families who meet low-income requirements to cope with increasing home energy expenses.

What Are The Requirements?

  1. Proof of Social Security numbers for ALL household members
  2. Must be a Hamilton County resident 
  3. Proof of citizenship
  4. If claiming veteran status, a copy of the DD-214, VA ID, or other acceptable documentation
  5. Proof of Income for the past 30 days for ALL household members
  6. 12-month Energy Account History 
  7. If living in Public Housing Residents, a one-year rent Ledger from your site office and your LIPH worksheet
  8. If living in Section 8 housing, a copy of your HCVP Resident Worksheet 

Am I Eligible?

LIHEAP programs require that the household meets established income requirements. The current LIHEAP program year runs October 1 - September 30. You can apply for your one-time benefit one of two ways: Regular LIHEAP or Crisis LIHEAP.

Regular LIHEAP: assists any household in Hamilton County with an active utility account (for longer than 28 days).

How Do I Apply?

Before applying, please note that the last 30 days of income are calculated when applying for assistance. Therefore, if you lost your job last week, you may not meet income eligibility. You must provide documentation of income loss (i.e. employer separation letter).

You must download the application and submit the documentation to complete your application for assistance.

If further assistance is needed, call our office and leave a message at (423) 643-6434 and your call will be returned within 24 hours. It is our goal to provide you with information and resources as quickly as possible.

Process Details

Approval Process / Evaluation

Once you apply, you will receive a letter in the mail within 4-6 weeks stating if you were approved, denied, or if your application is pending. If approved, a credit will be applied directly to your account.

Processing Time

Assistance may be received only once per program year and is applied directly to the applicant's account with the energy provider.
