United Way Stormwater Fee Assistance Program


The City of Chattanooga has partnered with United Way of Greater Chattanooga to provide additional assistance to homeowners who qualify for Tax Relief, Tax Freeze, or both by paying the stormwater fee on their current City of Chattanooga property tax bill (up to $183.54).

Qualifying for the United Way Stormwater Fee program is simple:

  •  You must apply and be approved for Tax Relief or Tax Freeze (or both).
  •  You must complete and submit the application for the United Way Stormwater Fee program.

That's all there is to it!

There is no additional documentation required for this program. Just remember to submit your application for Tax Relief and/or Tax Freeze in addition to your application for the stormwater fee program.

Incomplete Applications
Please note, we cannot accept incomplete or unsigned applications. Applications that are not filled out or are missing signatures will not be processed. Instead, they will be returned to you for completion.

Application Deadline
The 2023 application deadline is April 5, 2024. Any applications delivered or postmarked after April 5, 2024 cannot be accepted. By there’s no need to wait — turn your applications in early for quicker processing. Even though the application deadline is April 5, 2024, property taxes are still due by Thursday, February 29, 2024. Any unpaid balance remaining after February 29, 2024 will accrue interest monthly.

Stormwater Fees Greater Than 1 ERU
Tax Freeze applies to your City property taxes only. It does not freeze your Hamilton County property taxes.

The United Way Stormwater Fee Assistance program will pay the City of Chattanooga stormwater fee in an amount equal to 1 ERU (Equivalent Residential Unit) for qualified applicants. This year, 1 ERU is $183.54, and this is amount on most homeowners’ property tax bill. However, if your property has a stormwater fee greater than $183.54, United Way will pay up to $184.54, and you will be responsible for payment of the difference.

Properties Without a Stormwater Fee
In order to receive assistance with your stormwater fee, you must have a stormwater fee on your 2023 City of Chattanooga property tax bill. If your property does not have a City of Chattanooga stormwater fee, there is no benefit to applying for this program.

Other Applications
Please send your application for the Stormwater Fee program along with your Tax Relief and/or Tax Freeze applications. When either is approved, we will then submit your Stormwater Fee application to United Way for payment of the 2023 stormwater fee in the amount of $183.54.
